  “华洋建设有着相对正式和完善的功能结构性组织框架:员工按层次进行分组,通过明确的权限线进行管理,并最终向公司最高领导人汇报相关项目活动与进程。上图均为企业的结构简单示意图:由董事长直接进领导和管理公司的行政副总裁综合事务部(总裁办)财经部,设计研发部总工办(技术安全部);清晰明确的任务分配流程和上下级沟通方式为公司的内部日常运作和各部门协调提供了高效的保障。  

行政副总裁综合事务部又名“总裁办” 由公司的五名核心高级行政经理负责直接领导下面五个分部门:综合事务部,经营合约部,商务预算部,工程管理部,招采成本部。其中综合事务部负责工会党支部管理,后勤管理,人力资源管理,信息资源管理,品牌拓展,法务咨询的工作;经营合约部负责市场开拓,分支管理,合约签署等工作;商务预算部主要负责项目投标,预算决算,计划审核等各项工作;工程管理部主要负责质量安全监控,项目资料管理,生产管控和后期服务等工作。招采成本部则负责成本管控,供应保障,招标采购及资产管理。

财经部下设财会税务组,项目核算组和出纳金融组,主要负责制定和审核项目工程的预算,公司日常运营开支,银行及金融机构贷款,企业缴税纳税等工作。

设计研发部主要负责设计和图审工程方案,对比和筛选新型材料,搜集工程前期资料,汇报项目实时情况, 审查项目进展中的设计变更,处理协调施工中出现的技术问题,交流和分享项目管理经验,以及协助公司内部制定程序标准。

  总工办(技术安全部)下设技术贯标组,标化宣传组,资信档案组:其中技术贯标组负责审批上报工程施工设计方案,纠正预防工地现场问题,参加重大技术的制定,现场标化布置,参与竣工验收等工作;标化宣传组主要负责编制和贯彻工程质量的法律法规,帮助完善和强化公司工程质量管理体系,编辑和更新公司网站,定期发布新闻和活动宣传等工作;资信档案部则主要负责及时收集合同档案及工程竣工资料,并建立目录,配合公司各部门进行档案查询;同时也负责编制华洋建设标准化手册,并定期进行修订和更改,及组织质量管理体系、环境管理体系,职业环境健康管理体系认证。



Organizational Charts 

        Zhejiang Huayang Construction Co., Ltd. has established a relatively formal and comprehensive organizational structure, which is mainly based on the "Functional Structural Organization Framework" that the company's employees are grouped by level, managed through clear lines of authority, and ultimately report the project process to the firm CEO. The firm's CEO, Mr. Zhang Changhong, is responsible to lead and manage the Executive Vice President's Office, Finance & Accounting Department, Designing Development Department and Chief Engineering Office. The Organizational Chart below demonstrates the clear task performance for each department as well as shows an effective communication lines for the firm between the superiors and inferiors.

        Executive Vice President's Office consists of five core senior executive managers, who are directly responsible to lead and manage the General Affairs Department, Labor Contracting Department, Business Budgeting Department, and Engineering Management Department and Cost Management Department. General Affairs Department is responsible for negotiating with the work union, managing the corporate logistics, informational and human resources, brand development, and legal consulting. Labor Contracting Department is responsible for market development, branch management, contract signing, etc. The Business Budget Department is mainly responsible for the project-bidding, budget finalization, plan-review etc. The Project Management Department is mainly responsible for safety monitoring, project-data management, production quality control and post-service etc. The Cost Management Department is responsible for control the marterial costs , supply guarantee, bidding procurement and asset management.

        Finance & Accounting Department has been divided into three groups: a taxation group, project-accounting team and operation-financial team, which they are responsible for auditing the project budgets, firm’s operational expenses, mortgage financial loans, and tax payment etc.

        Designing Development Department is mainly responsible for designing and reviewing engineering plans, comparing and screening new materials, collecting pre-project information, reporting real-time situation of projects, reviewing design changes in project progress, dealing with technical problems arising in the coordination of construction, exchanging and sharing project management experience, and assisting the company in formulating procedural standards.

        Chief Engineering Office (Technical Security Department) consists of a Technical Standard-passing Group, a Standardization Propaganda Group and a Creditworthiness File Group. The technical standard-passing group is responsible for examining and approving the submitted project construction design scheme, correcting and preventing site problems, participating in the formulation of major technologies, site standardization arrangement and completion acceptance, etc. The standardization propaganda group is mainly responsible for compiling and implementing the laws and regulations of project quality, and helping. Improve and strengthen the company's engineering quality management system, edit and update the company's website, regularly publish news and activities publicity; Credit Archives Department is mainly responsible for timely collection of contract files and project completion data, and establish catalogues to cooperate with the various departments of the company for archival inquiries; at the same time, it is also responsible for compiling the standardization Manual of Huayang Construction, and regularly revise and change it; and Organization quality management system, environmental management system, occupational environmental health management system certification.
